    Noida, January 12, 2025: In a major relief for hundreds of homebuyers who have been waiting for years, the long-pending Paramount Emotions housing project in Greater Noida West has moved decisively toward resolution. The developer has cleared outstanding dues worth ₹25.63 crore, paving the way for 1,716 families to finally take possession of their homes and complete property registrations without further administrative hurdles.

    The payment of the substantial amount comes as part of coordinated efforts between the Greater Noida Authority and the Uttar Pradesh government to unlock stalled real estate projects across the region. The clearance of dues has removed one of the most significant bottlenecks that had been delaying the handover and registration process for homebuyers associated with the project.

    Spread across approximately 11.278 acres, the Paramount Emotions residential project consists of 19 towers housing a total of 1,716 residential units. The project had already received its completion certificate on February 12, 2018, indicating that construction had been completed and the development met regulatory standards. However, despite this milestone, thousands of buyers were unable to register their properties due to unresolved financial disputes between the developer and the Greater Noida Authority.

    According to official sources, the breakthrough has been achieved under the framework of the recommendations made by the Amitabh Kant Committee, which were adopted and implemented by the Uttar Pradesh government to address the growing number of stuck housing projects. The committee had proposed a pragmatic settlement mechanism aimed at rationalizing interest and penalty components on outstanding dues owed by developers to development authorities. The primary objective was to determine realistic payable amounts, ensure timely deposit of dues, and, most importantly, provide relief to homebuyers trapped in prolonged uncertainty.

    In line with these recommendations, the developer of Paramount Emotions cleared both paid and unpaid dues related to the project. This step reflects the intent to comply with the settlement mechanism and facilitate the smooth continuation of the home registration process for buyers who have already invested significant savings into the project.

    The issue had earlier escalated into a legal dispute between Paramount Group and the Greater Noida Authority over the calculation and recovery of outstanding dues. The developer had approached the High Court, which subsequently issued a stay order in favor of the company. The court’s order clearly restrained the Authority from taking any coercive action against the developer while the matter was under consideration.

    Despite having legal protection through the stay order, the developer chose to deposit the entire outstanding amount under protest. Sources indicate that the decision was taken primarily in the interest of homebuyers, ensuring that registrations would not remain stalled and families would not have to wait any longer to secure legal ownership of their homes.

    Following the clearance of dues, the Authority has now opened registrations for all units within the project. This development marks the end of a prolonged period of anxiety for buyers, many of whom have been paying rent alongside home loan EMIs while waiting for possession.

    Real estate experts view this resolution as a positive signal for other delayed projects in the region, demonstrating that structured settlement policies and cooperation between developers, authorities, and the government can yield tangible outcomes.
